Gian Carlo Scarsi heads EURELECTRIC’s DSO Unit. In his previous positions, he directed the gas market monitoring team at ACER in Ljubljana and held senior consulting positions with London Economics, LECG (now FTI Compass Lexecon), KEMA (now DNV GL), Europe Economics, and EY in England, Scotland, Germany and the Netherlands. Gian Carlo is an economist by background, specialising in cost efficiency analysis, network industries, and regulatory policy. His industry background is not only limited to energy but also includes transport, water, and telecoms/media. He holds a PhD from Oxford University, a Master’s Degree from the University of London, and a Doctorate from Milan’s Universities in Italy, all of which in economics.
